The US SEC’s interpretation of US federal securities laws limits non-US broker-dealers to working with persons permanently resident outside the US. Non-US brokers-dealers cannot approach or solicit US resident persons, because an internet website is interpreted by the SEC as tantamount to a telephone call to a client.
